Legionella Risk Assessments

 A Legionella risk assessment is a critical process for evaluating the potential for Legionella bacteria to grow and spread within a water system, thereby posing a risk to human health. This assessment involves inspecting water systems, identifying vulnerabilities, and recommending control measures to minimize the risk of Legionnaires' disease. It's a mandatory step for employers and landlords, as outlined in the ACoP L8 regulations.  


In the UK, landlords have a legal responsibility to assess an control the risk of Legionella exposure in rental properties under:


  • Health and Safety at Work Act 1974
  • Control of Subtances Hazardous to Health Regulations 2002 (COSHH)
  • HSE Aproved Code of Practice (ACoP) L8: Detailed guidance on the control of Legionella bacteria in water systems
  • HSE HSG274

Landlord Safety Certificates

Before you can let your property in the UK, you must have safety inspections on your property. The inspections will confirm that your rental property is safe and meets all the legal requirements. 

Essential Safety Certificates UK Landlords must have :

  • Gas Safety Certificate: By law, you must have a registered gas safe engineer, to check all gas appliances (i.e. boiler and gas ovens), fittings, chimneys, duct and provide paperwork annually. After the inspection the engineer will provide you with a CP12 certificate that lists all the checks carried out. The certificate provides evidence that the gas appliances in the rental property have been checked for safety and also provide any recommendations.


  • Electrical Safety Certificate: Landlords in the UK must have an Electrical Safety Certificate for their rental properties. You'll receive this certificate after a qualified electrician prepares an Electrical Installation Condition Report (EICR) by inspecting your properties electrical installations. The certificate must be renewed every 5 years or sooner if recommended by the electrician.


  • Energy Performance Certificate: All rental properties in the UK must have an Energy Performance Certificate (EPC). The certificate rates the properties energy efficiency on a scale from A (most efficient) to G (least efficient). If your property fails to receive at least a passing grade of an E from this report (New regulations will require a minimum rating of a C for new tenancies in the near future), you can't rent out your property. Besides providing information about the property's energy efficiency, the EPC also includes recommendations to improve the efficiency. The EPC is valid for 10 years and must be provided to the tenants before they move in.


  • Legionella Risk Assessment: Landlords are also responsible for ensuring that their rental properties are free from legionella bacteria, which can cause legionnaires disease. As a Landlord you must have a qualified professional to carry out a Legionella Risk Assessment to identify potential risks under the Control of Substances Hazardous to Health Regulations 2002 (COSHH) framework. You're also responsible for taking steps to eliminate risks. All our Legionella Risk Assessors are members of the Elmhurst Energy competency scheme and qualified to carry out Risk Assessments on your behalf. Our assessors will provide you with a report containing information about your hot and cold water system and any recommendations.


  • Fire Safety Assessment: Fire safety measures you must take according to regulations are:


  1. Installing at least 1 working smoke alarm on each floor of the property
  2. Installing carbon monoxide alarms in rooms with solid fuel-burning appliances (i.e. wood burning stoves, gas boilers)
  3. Checking all alarms are working before a new tenancy starts
  4. Providing upholstery and furniture according to the regulations of the Furniture and Furnishings (Fire Safety) Regulations 1988
